Digital was one of the defining words of the last parliament; the 2012 Civil Service Reform Plan committed the Government to take a ‘digital by default’ approach to the delivery of information and services – making online channels so good that users prefer them over paper, telephone or face-to-face alternatives – thereby delivering better, and cheaper, services.
